Ron Blackwell, 1946-2018

Ron Blackwell, former Chief Economist of the AFL-CIO and Chair of the TUAC Working Group on Economic Policy, passed away on 25 February 2018.

Ron was a principled trade unionist who harnessed his excellence and experience in economics to defend working people throughout a long career in the American labour movement. After joining the AFL-CIO in 1996 as Director of Corporate Affairs, he brought his energy and commitment to TUAC, where he was unwavering in challenging the economic and social policies of the OECD.

Ron was influential in developing the trade union concept of “workers’ capital” – using workers’ pension fund investments to hold corporations to account. After the Asian Financial crisis in 1997, and the Enron scandal in 2001-2002, Ron brought fresh thinking to the labour movement on the role of the corporation, its license to operate and its accountability to all key stakeholders. He would often say “shareholders can be said to own their shares, but not the corporations whose shares they own”.

Appointed Chief Economist of the AFL-CIO in 2004, Ron was instrumental in developing an understanding of the mechanisms of the “financialisation” of economies, many years before the 2008 Financial Crisis – and long before the OECD would accept the term as a critical policy issue. He later became Chair of the TUAC Working Group on Economic Policy, playing a pivotal role in shaping the trade union response and role in the early days of the post-crisis G20 process.

Ron’s was an authoritative, resolute and much respected voice of labour at the OECD.

Ron Blackwell, ancien économiste en chef de l’AFL-CIO et président du groupe de travail du TUAC sur la politique économique, est décédé le 25 février 2018.

Ron était un syndicaliste pour qui les valeurs et les principes comptaient, un syndicaliste qui a mis toute son excellence et son expérience au service des intérêts des travailleurs tout au long d’une carrière dans le mouvement syndical américain. Après avoir rejoint l’AFL-CIO en 1996 en tant que Directeur des affaires des entreprises, il a apporté toute son énergie et son engagement au TUAC, où il était inébranlable dans le questionnement des orientations économiques et sociales de l’OCDE.

Ron a joué un rôle important dans le développement du concept synodical du «capital des travailleurs» – en utilisant les investissements des caisses de retraite des travailleurs pour la responsabilité sociale des entreprises. Après la crise financière asiatique en 1997 et le scandale Enron en 2001-2002, Ron a contribué au renouvellement de la réflexion syndical sur le rôle de l’entreprise, son mandat dans la société et sa responsabilité envers toutes les parties prenantes clés. Il disait souvent « les actionnaires peuvent prétendre à la propriété des actions qu’ils détiennent, mais pas des entreprises dont ils détiennent des actions».

Nommé économiste en chef de l’AFL-CIO en 2004, Ron a joué un rôle important dans la compréhension des mécanismes de «financiarisation» des économies, et ce bien avant la crise financière de 2008 et bien avant que l’OCDE n’accepte ce concept. Il est ensuite devenu président du groupe de travail du TUAC sur la politique économique, jouant un rôle central dans l’élaboration de la réponse et du rôle des syndicats dans les premiers jours du processus du G20 après la crise.

Ron, c’était une voix qui portait dans les réunions à l’OCDE, une voix respectée, qui faisait autorité, avec force, et avec conviction.
